Someone like this ought to be publicly executed, no doubt.
BUT, that's not gonna bring back the kid he killed, and actually it's not gonna prevent the next Low Trust Individual from killing the next kid. Because they don't understand consequences, if they did, they wouldn't be Low Trust.
However, you find the place where he lived, find the owner, and sue him for wrongful death, $5mn. Because maybe you didn't DO the crime, but you supported the criminal in the community....
