You want to talk about lowest effort cost of getting from point A to point B.

TND is extremely high effort because majority of society will go against it. Also it's risky (death is irreversible). Lots of top-down solutions like this ended up in communist purge nightmare hell.

Low effort / low risk = minor tweaks which have impact w/ 2nd order / 3rd order effects.

1. Kill equal housing act -> 1st amendment free association

2. Thug crime -> Civil liability for building owner (don't rent rooms to thugs)

3. Make prisoners learn and work like in Japan and El Salvador -> No more prison gangs.

4. Lifers go in a different prison b/c you NEVER want them to influence non-lifers.

5. Prisons to have "levels": be good, work hard, you move up, more freedom / better conditions. Prisoners strongly incentivized to act like model citizens. Highest level prisoners wear ties, act like boyscouts / military. Parole tied to rising up the levels. Parolees generally more polite and respectful than average citizen.

6. Public executions of heinous criminals. DON'T OVERTHINK IT. Death penalty is way overcomplicated, you have appeal after appeal, innocence project, etc etc etc. Here's what you do: Go to a guy with life in prison, selected to be worst-of-the-worst, say "you wanna die? your family will get 50k off content royalties". He says yes, it's technically a suicide, all of the death penalty bullshit is bypassed. He says no, ask the next guy. You only need a few public hangings a year to give people a good sense of justice.
That's #6, but it will not be enough alone. The people we're talking about are - largely - unable to be regulated by fear of consequences because they cannot really grasp the concept of the future.

My engineering estimation mind tells me #5 would have the single biggest impact out of everything.

THOSE people need to be segregated from anything of value, even if they haven't committed a crime yet, they will. That's where civil liability for landlords will help a lot, because it will cause segregation of high-trust and low-trust people.

This is the part that gives me pause - because I know actual Jewish Section8 landlords, and I can tell you they really don't give a fuck. If they law changed tomorrow, they'd just open up their spreadsheets and figure out a new way to make money.

Factually speaking, race is not a perfect predictor of low-trust behavior - though it's way better than aCaDeMiCs want to admit.

However, racism is generally a positive thing because it makes ethnic groups self-police because they don't want collective judgement. The fact that black judges are letting black criminals free means we have a long way to go - they should be giving them extra long sentences so that nobody will ever interact with them.
