Being evil is one thing, in geopolitics everyone is evil. But what really strikes me is that they're not thinking rationally...
So you've got a policy here, it seems like it would be popular with the soldiers, but NO OTHER COUNTRY ALLOWS IT.
Why?
It's not like "let the soldiers commit rape" is some advanced technology that nobody in the world has ever thought of. It's something a 12 year old boy could think of.
And if it's something simple enough people can easily think of it, but NOBODY DOES IT, that means there's a reason nobody does it. Most likely, because everybody who ever did it doesn't exist anymore.

You have a country that is not even 80 years old, and you're trying stuff that is ALMOST CERTAINLY an evolutionary dead end.
They should go study the Greeks and just copy their civilization verbatim. But of course they won't ¯\_(ツ)_/¯
