Okay so everyone's familiar with naval mines.
Put it on the ocean floor, ship passes over, boom.
And they're godawful hard to get rid of.
Now imagine aviation mine.
Throw it in the woods next to an airport, private jet flies over, rocket launch, infrared targeting, boom.
Okay now imagine being able to arm it remotely...
It's sitting quietly there listening to commercial satellite traffic, it's waiting for an activation code. Someone posts some picture of a cat or something, it gets relayed over satellites, in it there is the exact sequence of bits that the mine is looking for, presto it's armed. Next climate conference attendee to pass overhead is finished.

1I'd probably design it as an RC airplane, maybe with a mini turbine, because all of the parts are widely available. But you could go either way with it.
