The concerted jokes about the lack of air conditioning in Europe seems to me like an effort to paint Europe as being third-world, effectively dismissing the real problem that it is being invaded by the third-world.

It's a little bit weirder than that.
In the actual 3rd world, generally it's insanely hot all of the time, so everyone is trying to get an AC as quickly as possible.
In Europe there's a general vibe that "it's only two weeks a year", "I might as well take holidays and go to the beach then anyway", etc. and so people generally choose not to bother.
