I think, it should cost grans to post. And you should get rewarded with grans when its a good post. Thus, bad posts will lead the poster to bankruptcy and the free market will take away posting privileges
Part of the thing with numbers station is that they have to transmit whether there is a message or not because otherwise you would be revealing metadata like when a recipient might be caught sitting at their receiver or that there is a recipient at all
