Probably related to the islamic invasions (idk a better term, the mughals came much later and there were many more islamic dynastiea before them) Since it aligns with most of this being apparently post 10th century.

Maybe it could be related to how women are compelled to wear a hijab or burqa (particularly how emulating that we had a more secular dupatta)

question is whether it was more liberal.

covering breast / female form in abrahamic religions came from idea of protecting women from desires of men. it's a natural basic feeling for father to not see his daughter go naked. or for a husband to see wife expose herself. in a tight knit community with everyone knowing everyone even more.

the only scenario where female nudity is acceptable is when it's not perceived as sexual or shameful, e.g. in some African tribe.

however what we see here is definitely sexual. doesn't mean women dressed like that. maybe dancers or prostitutes.
