My understanding is that this noise is about djb questioning removal of hybrid ecc+post_quantum public key encryption.
djb is arguing to keep Signal's current approach, cause it is more conservative, safer in more pissible scenarios of future developments, than using only post_quantum, as math dust hasn't settled.
