There are high schoolers right now who cannot add two digit numbers, cannot read anything more complex than a takeout menu, and who do whatever social media tells them to do.
They will be allowed to vote in less than 4 years. And tens of millions just like them already can.
Human behavior is incentives. If voting is important to these people, there should be no problem, they'll earn back the vote by hitting the books.
