You need a pretty heavy cable or chain to over the wires to make an arc that isn't going to just burn up and clear - like, it needs to be as heavy as the wire itself. You're probably better off trying to destroy the towers, or go to a substation and thermite the transformers.

Here's something if you could guide the blimp from a high enough altitude, even a pretty small rod could gain enough kinetic momentum to easily pierce through a lot of very large and sensitive stuff.

At a blevy payload on the rear of that thing that just disperses on the way down and you end up with something that broke something important and made everything around it very crispy.

Look up "rods from god", weapon that never got made.

Thing about blimps is they're big sitting ducks, if you want to do damage, you need to be quick.

Medium sized drone carrying a thermite payload over a substation will wipe out a (expensive and rare) transformer. People often shoot out the oil coolers but that just make them thermal overload trip and someone just has to refill the oil and start them again. Thermite is forever.
