No not really. You have a lot of legal recourse against the government in the US. I agree there can be a dual system of justice but it really isn't on the same level as China. Also there are like 42 different crimes which will get you the death penalty there. Don't get caught in the "America bad" syndrome that people seem to be intoxicated with. I agree, America bad and all, but just because America bad doesn't mean other places aren't way worse.
That's not entire true. Laws exist and don't exist there simultaneously. It depends on who you are and who saw you doing it. On top of that there is the overarching unwritten law of "you will obey the CCP" which just kind of means they will do whatever they want to you and you have next to no legal recourse. Again unless you are the right person or know the right people.
