It's a little bit more complex than that. Israeli government doesn't want Israeli people to be able to leave because if they can, the country goes extinct.

For the Israeli government, it's better if all jews in the world are forced to flee to Israel. That's why they were extremely public about the Gaza genocide. The backlash helps them.
Someone linked a video a while back that really explained Israel's situation pretty well.

Basically their society is fragmenting between three groups:
1. Liberal / non-religious tech sector people who want Israel to be a western democracy
2. Hasidic Jews who live off welfare and refuse military service that is obligatory for everyone else
3. Religious fanatics (the Greater Israel crowd) who are heavily represented in the military and want to genocide everyone and make it into a theocracy

Continuous war is a way to keep all of the groups more or less placated, but it's becoming less and less sustainable. Israel is at the "go big or go home" stage and they're trying to go big.

Nobody's fleeing right now, the airport is closed.

But they're in a tricky situation. As I have said in the past, I think they are trying to create a situation where all Jews in Europe and America get deported (or forced to flee) to Israel.

It's a fair question, I'm not sure. I would say the main thing they have to offer is a counter-balance to the Suez and Persian Gulf becoming a unified Islamic Empire which will collect tolls on all shipping and all oil sales.
