on one hand he's saying we aren't treating these people like feral drug addicts because we call them homeless people and then
he says the problem is that it is called the justice system

justice is very obviously not what it is concerned with, despite the name. However his whole argument was that we give them homes ("to destroy") because we call them homeless...
