Yes, but I doubt the finding would be completely different elsewhere.
Well the question is whether teachers in Indonesia are a mafia that steals from the public purse through a public sector union system. If they're not, then increasing the budget can help, if they are then any additional money you throw at it will just buy more activists to shake you down for even more money...
There are countries where there is competition in the teaching space and therefore paying them more works. In Korea (say what you will about the actual CONTENT of their studies) the best teachers are private, make bank, and fill stadiums.
