The story kind of looks made up, but it's totally fucking obvious that those cameras are collecting everything they possibly can.
The reason they're putting them up like this is because they're expecting Catgirl Revolutionary tactics and they're HOPING that their big AI dragnet is gonna save them.

I hate the flock cameras firstly because I hate being monitored non-stop and secondly because I know it'll almost never be used to solve bigger systemic problems.
If they used it to sweep up immigrants and ghettos, you wouldn't hear a peep from me.
