That's not entire true. Laws exist and don't exist there simultaneously. It depends on who you are and who saw you doing it. On top of that there is the overarching unwritten law of "you will obey the CCP" which just kind of means they will do whatever they want to you and you have next to no legal recourse. Again unless you are the right person or know the right people.

@sulaco @caekislove @cjd the way my coworker (who grew up in communist russia) and I eventually reconciled it was the corruption is the same, in the US its just more egalitarian. In Russia you had to be or know someone to be corrupt, in the US you just need money
